Can poverty be the purpose of most decision?

Poverty is the reason why country cannot progress. People who don't have a wealthy life don't usually do what they want. They do things because they have to not because they want. The situation is often complex, they are forced to make a decision in order to save or rescue. Sometimes aren't people go into relationship because of love but instead they do it because need.
